Making It Easier to Do Business in Douglas County

For businesses deciding where to invest, expand and create jobs, certainty matters. Companies need to understand the process, know what to expect and have confidence that projects can move forward efficiently.

Recognizing the importance of a more predictable and streamlined business environment, the Douglas County Economic Development Corporation (DCEDC) and Douglas County began working together in 2026 to identify opportunities to reduce unnecessary barriers to business investment.

The effort formally got underway with the first Red Tape Reduction Task Force meeting on April 12, 2026, bringing together key stakeholders to begin identifying challenges within the development and permitting process and exploring practical solutions.

Since that first meeting, the work has focused on moving from conversation to action, examining where processes can be improved, where unnecessary or duplicative hurdles may exist, and how Douglas County can create a clearer and more coordinated experience for businesses.

That work culminated in the release of the Red Tape Reduction Action Plan on August 17th, 2026, establishing a roadmap for the next phase of the initiative.

The Red Tape Reduction Action Plan outlines the initial steps Douglas County is taking to make the development and permitting process more efficient, transparent and predictable for businesses.

The plan identifies key opportunities to improve processes, reduce unnecessary barriers and create a clearer path for businesses navigating County requirements.

The Action Plan is the starting point for this work, providing a framework for continued collaboration, measurable improvements and a stronger business environment in Douglas County.

New Target Timelines for Commercial Development

Clearer expectations. More predictable timelines.

 

 

 

 

As part of its work to reduce red tape and create a more predictable business environment, the Red Tape Reduction Task Force has established new target timelines for key commercial development reviews.

These timelines provide businesses and developers with greater clarity around what to expect as they navigate the review process, from new commercial construction and site redevelopment to tenant improvements and signage.

By setting clear expectations for review timelines, Douglas County is working to make the development process more efficient, transparent and predictable, helping businesses move projects forward with greater confidence.

ASSUMPTIONS
• Application is submitted in complete form.
• Estimates are from submittal to approval.
• External review agencies have concurrent timelines.
• These estimates are for combined reviews by Building,
Engineering, and Planning.
• Estimates are for County review time only.
• Adequate infrastructure is in place to serve the
intended user.
• No off-site improvements are necessary.
• If additional corrections are required, each additional
correction cycle is estimated to take from 10 to 15
business days.
