Learn the Benefits of Growing in Douglas County

The Incentive Program will support core economic development priorities in unincorporated Douglas County, including attraction and expansion of primary employers; investments in economically significant projects; or serving as economic catalysts. The Incentive Program is designed to create jobs, expand the property tax base for Douglas County, encourage existing businesses to invest in new capital projects and new employees, and spur the construction and expansion of office, industrial, and retail development.

Douglas County EDC Incentive Program

Job Creation & Retention Incentive

This incentive supports businesses that create new jobs and retain them for at least 24 months. Companies can earn $5,000 per new job created (with an additional $1,000 per job if it aligns with targeted industries like aerospace or healthcare). Applicants must meet minimum job creation thresholds based on company size.

Capital Infrastructure Improvements

This program funds public infrastructure improvements, such as road
expansions or major building projects, that support business growth. Eligible projects must demonstrate a significant public benefit, such as expanding employment or increasing property and sales tax revenues.

Targeted Industries Incentive

Companies in key industries like aerospace, healthcare, finance, and clean energy may qualify for up to a 50% rebate on development fees and taxes. To qualify, businesses must demonstrate a successful operational history, employ at least six full-time workers, and have minimum annual revenues of $750,000.

Rapid Response Program

The Rapid Response Team (RRT) expedites the permitting process for
qualifying businesses, reducing approval times by placing plans at the top of the review stack. This service is designed to help businesses get through the regulatory process twice as fast, facilitating quicker business expansion and development.

Business Personal Property Tax Rebate

Douglas County offers business property owners a tax rebate, exempting the first $100,000 of personal property from the county’s general tax. Additionally, the State of Colorado provides a $52,000 exemption on business personal property taxes.

Office Loan & Lease Programs

This program provides infrastructure investments to support office
development projects with significant public benefits, such as creating jobs or increasing the property tax base. Funding may be available for tenant improvements and other commercial development needs.

Additional Incentives

Beyond county-specific programs, businesses can also access over 100
different state-level incentive opportunities through the Colorado Office of Economic Development and International Trade (OEDIT). These incentives are designed to help businesses start or expand their operations in Colorado.
